Service to  Disabled

 In Nalbari Dist.

 

The District administration is very much concern  in regard to ensure rights and privileges of Disabled people in the light of “ Persons with Disabilities ( Equal Opportunity, Protection  of rights and Full participation) Act, 1995 ,   under  the “ National Trust for the welfare of persons with Autism, Cerebral Palsy, mentl retardation and multiple disabilities Act, 1999”  and also under  the Govt. guidelines at  the district level  , with support  of Non Govgt. Voluntary organisations  working in the line of disabilities

Disabled  Population in the District:

No authentic   data is available    regarding  disabled population  in the district. The Census report 2001  which covered the enumeration of disabled people  not yet  published

                        However, from a survey report  conducted by anganwadi worker/ filed level workers  of Social Welfare Department as per  the decision of Local Level Committee of National  Trust of the disttrict, it  was found that there were  approximate  10,500   disabled population  in the district.

                          As per the  survey  conducted  under the Sarva Shikhsya  Abhijan it was reflected  that between  the age group  of 6 years to 13 years there were  2054 nos   total disabled  children  which was 0.86% of the total chidlren of that  group.

The Assam Mental Welfare Society  has conducted a survey in the Pub-Nalbari education Block  under IED Programme  of Sarva Shikhsa Abhjijan, programme  and it was found that  total 752  Nos   disabled chidlren  within the age group of 4 to 16 years. (July, 2003)

                        All the above figures are tentative,. However, it is assumed that about 2% to 5%  of the  total pupulation of the district   have  been suffering  from  any kind of didabilities.

Affirmative  Activities  initiated  towards disabilities in the  District.

(1)   Social Welfare Dept:

Ø      Screening of suspected  disabled  children/ people   through the District medical Board and issuance of   Photo Identity  Cards  to eligible  disabled  children  people  :I..D,. Card  to the Disabled  issued: = 1175((cumulative) No Till October, 2003 by the District                        Social Welfare Office, on the basisAssesment conducted by   Dist Medical Board.

Ø      Disbursement of old age  pension  to eligible  old aged  disabled persons   with sympathetic  consideration.Total old age Pension disbursed to Disabled =458 Nos Out of which  Male = 254 Nos Female = 204 Nos

 

Ø      Granting of Stipend to economically  backward disabled childrend to 10  students  @ Rs. 1200/- per year in the district.By Social Welfare Dept. NalbariOrganised  two screening camps  and free distribution  of aid and appliances to few  disabled  people through  the medical team of DDRC (  Extension Service of M.MC. Hospital, Guwahati. One camp at Nalbari and  the other  organised at Mukalmua.(in the month of December, 2002 and  March, 2003)

Medical Assesment and distribution of free aids and appliances camp  were organised   for the children  4  years to 16 years under the  Integrated Education programme   of   Axom Sarva Shikhsa Abhijan  in the following  centre  in 2003.

Local Level Committee of National Trust:

 

The Local Level Committee of National Trust  for the district   has been constituted   vide Notification No. 0320/RL-I A/ 2001 dated  15-10-2001  by the National Trust for the welfare of Persons with Autism, Cerebral Palsy, mental retardation and Multiple disabilities, Ministry of Social Justice & Empowerment, Govt of India , New Delhi

                  The Distrcit Social  Welfare Officer, Nalbari has also been  co-opted as member  of the Committee.

The  Committee  will co-ordinate, initiate  in protection  of rights and privileges  of  persons  with disabilities  specially  to autistic, Cerebral palsy , mental retardation and  multiple  disabilities  as per provision of National Trust Act 1999 and as per directives given by the National Trust  from time to time.

                              The Committee also has also been empowered  the responsitilbity  to  issue  guardianship  certificate   against the mentally  handicapped , autistic, Cerebral palsy and multiple disabled (4 categories of disabilities)  who have attained  the majority ( 18  years)  under section........14(i)....of National Trust Act, 1999.

                              The Local  Level Committee  during the year 2002 organised  one one day workshop  of field level workers of  Social Welfare Department  on 9-8-2002  to disseminate  the  provisions  of the National Trust  Act. The Committee also  published  two leaflets for distribution  among the public  with an aim to create  awareness   towards  disabilities  and   popularise  guardianship  issue .

The Local Level Committee  has started  granting of  Guardianship Certificates under  National Trust Act,  1999   against the mentally retarded, Autistic, Cerebral palsy and  multiple disabled.

The Local Level Committee has implemented the "Supported Guardianship Scheme" of National Trust, New Delhi, under which, financial assistance of Rs 500/-(Rupees Five Hundred only) per month was distributed to 10(ten) nos of selected disabled persons for a period of  5(five) years with effect from 1-4-04 to 31-3-09. Cheques were distributed to the beneficiaries on 15-08-2009 by Mrs. P. R. Brahma, State Agriculture Minister.


NGO s Working   in the line of Disabilities

(1) The Assam Mental Welfare Society,Nalbari    has been  playing a vital role in serving  disabilities in the district

Other Activities: (Organising Workshop/Seminars etc)                       

                  The Society has been undertaking  numbers of activities  towards creation          Of Awareness   towards rights and Priviledges  of Disabled  under  P.W.D. Act, 1995, National Trust Act, 1999          Various concessions and benefits Extended by the Govt to the disabled and more particualrly  on integrated education for disabled children.

World Disabled Day:                   

          The Society each year  holding the World disabled Day on 3rd December, Each year  with active support from   Other organisation and Social Welfare Dept.

Care Givers Training of National Trust:-                

The Society has conducted a six month Care givers Training under the National Trust  Trust  wef February 2003 to July, 2003. to  10 numbers of women ( 1st group)Partner NGO under  (IED Sarva Shikhsa Abhijan)

                    The Sarva Shuikhsa Mission has entrusted the  responsibility  to ourOrganisation for the Integrated Education for Disabled (IED) children under Sarva Shikhsa Abhijan for thePub-Nalbari Education Block under Nalbari Dist. The Society has engaged 2 Resource Teachers ((One in Mental Retardation and other in Hearing impairment) and 20 Nos Volunteers in  each 20  G.P.. A through survey of disabled chidlren 4 to 16 years has been conducted  byVolunteers. It has been found that  There are  total 752 disasbled children With the age group of 4 to 16 years Of all categories.(List furnished Seperately).

As a part of the programme the  NGO  has imparted a 5 dayTraing to the in service teachers of L.P./M.E.  Schools of the concerned Block to 100 Teachers. The  NGO also organised a medical Assesment Camp  at Nalbari  on7-10-2003 by The Doctors/ Faculties of CRC, Guwahati  Total Nos of disabledchildren assessed- 373 Nos. Out of  those 86 nos has been selected  for providing  aids and appliances.                                          

 

 

The NGO has imparted a ten days vocational Training to 25 nos of selected children with special needs(CWSN) of the district w.e.f. 16-3-2009 to 25-03-2009 in collaboration with  the DMC, SSA, Nalbari
